N.Korean official arrives

North Korea's vice foreign minister has arrived in China for a visit, officials said yesterday.

Kim Yong-il was scheduled to meet Chinese Foreign Ministry officials as part of the 60th anniversary of diplomatic ties between the two countries, ministry spokeswoman Jiang Yu told reporters.

Also yesterday, North Korea lifted tough restrictions on South Korean traffic across the heavily fortified border.

No promises to the US

The British Foreign Office told the Scottish government that it had made no promises to the US about how long the Lockerbie bomber Abdelbaset al-Megrahi would spend in prison, according to letters published yesterday, The Guardian reported.

The British and Scottish governments published their correspondence concerning the release of Megrahi early today.

However, Kenny MacAskill, the Scottish Justice Secretary, told the BBC that he had acted properly and ‘has nothing to hide."
